With the switch to NGS, the "[track] was arranged by [artist]" relationship got brought over as a "[recording] was arranged by [artist]" relationship for each of the newly created recordings. There are situations where the arrangement credit belongs with the work rather than the recording, e.g. http://wiki.musicbrainz.org/CSG_Standard/Mozart#K626McNeely, so allowing such a relationship too seems sensible.
