When the user wishes to evaluate the dataset then he/she must be given an option of doing that on their own machine using the offline dataset training tool.

Workflow:
->User clicks on the evaluate dataset button.
->User is shown a button which says "Evaluate on your own machine", on the page where he/she is asked to put filters or not.
->If the user clicks on this button then he she will be given the job id and the API key (which will be specific for every user) which they will pass as an argument to the offline dataset training tool.

Schema Changes: We will have to put up a field in the dataset_eval_jobs table which tells use if the evaluation was done on user's machine or not. This can be a boolean variable. If this is false that would mean that the evaluation has to be done on the server and hence this dataset should be added to the evaluation queue in the server.
