Japanese is sorted by hiragana/katakana (proper software doesn't care which).

e.g., http://musicbrainz.org/area/19378e7c-fbdb-4fa4-afde-cb6b3e8273a7/aliases "千葉県" should have a sort name of "ちばけん"

e.g., http://musicbrainz.org/area/2db42837-c832-3c27-b4a3-08198f75693c/aliases "日本" can be sorted 2 ways... as both "にっぽん and/or "にほん". We can't have two primary aliases for a locale, but one of them should be primary and both should be there.

This is an issue for all other areas too - what's the best way to proceed since users are blocked from editing these?
