      Currently, moderators are configured by a config setting: https://github.com/metabrainz/critiquebrainz/blob/dd20a4125010b81744ad9f2182daa84ec869c024/custom_config.py.example#L54-L55

      In order to be able to create moderators more easily, it would be nice to have this stored in the database as a column on the user table. There is something similar in AcousticBrainz
