Sometimes is made out of clay instead of metal or wood. Remains of bird call more popularly known as the bird whistle have been found in Indus valley civilization. Where children used them as toys.

The ones made out of clay have a compartment which need to filled with water in order to make it sound like a bird.(I know this because I own one of these)
The pitch of the bird call is controlled by the amount of water added in the water container.
