The current testing system uses an existing web container to run the tests – this conflicts and is conflated with the production data stores. As per conversation with Gentlecat, the testing system needs to be updated to use separate containers with disposable volumes.

The current BigQuery branch has a lot of confusing testing features that should all be cleaned up and be made consistent as part of this ticket.
