Using "??" to quote text usually works, e.g.:
With great power comes great responsibility.

However, when the quote starts with a link to another issue, say,
MBS-4115 really ought to dealt with!
it will apparently ignore the quoting. I've tried adding a space between ?? and MBS, but it's still not working.
