The banner has said "MusicBrainz" for ages, which has been fine. However, during the move to Hetzner/NewHost we changed the URL to be http://tickets.metabrainz.org instead of living under musicbrainz.org and it is also hosting ticket tracketing for a lot of non-MusicBrainz MetaBrainz projects, so we probably want to rename it (I think the HTML <title> has actually been "MetaBrainz JIRA" for a while too).

The logo used in the banner is also the old one and doesn't reflect the new logos which have been rolled out pretty much everywhere else.

If possible, it would be nice to use an SVG hosted at staticbrainz.org.
