The Postgres extension "pg_amqp" should be upgraded to include the not yet released commit 39b7619 that sets the maximum number of channels so as to work with 3.8.x version of RabbitMQ without having to allow an infinite number of channels as we currently do (ref: chat log).

That requires a restart and thus a down time.
