Removing an area that has relationships would make a mess of any events linked to this area. It also seems unwanted to remove it if it has, say, links to an instrument. The only relationships that can probably be ignored are URL ones, but since those are anyway trivial to remove, it's probably the safest to just block removing an area that has any relationships at all.
