Extend the database schema to support modifying/removing edit notes

      To allow modifying/removing edit notes which may contain offending text or incidentally leaked text, but still keeping an history of what is going on to prevent further mistakes and vandalism, a new table edit_note_change can be added to support this.

          Is it possible for an admin to attach doc or image to an edit file? I obtain important docs re decision, but no place to store them.
          Sometimes I upload with artwork for release, but artist and label do not provide support for images
