As you can see, I can submit whatever I want under agency work codes. However, agencies do have standards for how their codes are structured. It should reject a code submission if it does not fit the proper structure (and maybe codes that are currently in the DB that do not fit the structure should be autoremoved?). I think it would also be good if it automatically corrected codes to fit an agency standard (getting rid of excess zeroes, hyphens, etc.) if the right information is there.
