Create the edit_data_type_info function on mirrors

      In 4209b6ed0571dfb6de655206be5e53dcd0fa0e06 we added a "[f]unction to generate Flow types from edit data."

      This function is only useful/used for development, but for consistency we should create it on mirrors during the schema change (not least because someone may be using their mirror for development).
