Report for releases that have disc IDs but are not supposed to have them

      We sometimes have some bugs that cause releases with formats that do not support disc IDs to end up with disc IDs anyway (MBS-5340, MBS-8456). We should have a quick way to check whether this has happened so that they can be cleaned up.
