Rule 3 of the English style guide says each part of a compound formed by hyphens should have each part capitalized exactly as if they were a separate word.

The Guess Case function does this properly for hyphen-minus (U+002D) but does not do it properly for hyphen (U+2010). After hyphen (U+2010) the word is lower-cased.
