It appears when a public collections with subscribers is made private they are removed. But once the affected collection is made public again the subscribers are not restored. We have been marking collection subscriptions as not available in the background, rather than fully removing them, whenever a collection is made private, so we are actually able to restore it - as such, we might as well!
