Redis is required but not actually used by the script admin/replication/LoadReplicationChanges, whereas the script admin/InitDb.pl isn't requiring it at all. Thus it should not be required to mirror the database only (neither the website nor the web API).

It does not seem to be used by many other scripts. So it might be worth making Redis optional when creating an instance of MusicBrainz::Server::Context.
