[MBS-12561] Limit who can approve area/instrument/genre edits

We talked with the team, IIRC yvanzo didn't think this was a problem, bitmap thought it would be a bit better to limit the approval as well but not a big deal. As such, leaving open but marking as low priority.

Hmm. I guess we never specifically said others can't vote on / approve these edits, just that they cannot enter them That said, not being able to approve them kinda sounds sensible tbh, but it's not really a bug, more like an improvement. Obviously we still want people to be able to vote on them though.

I do wonder if these should just not be able to be approved in the first place. The only reason to enter these open is for feedback, and approvals shortcut that.
