We're now no longer removing unused artist credits immediately, but after a few days (7 now, probably to be changed to 2). These are temporarily blocking autoremoval of artists (which is fine in principle) but an artist with only these credits will still be autoremoved eventually if nothing changes. As such, we should still show the banner in this case to make it clear that autoremoval is going to happen eventually, like with MBS-10499.
