We have had a system to add descriptions to edit types by adding a matching page to the wiki for 12 years or so, but AFAICT it's been completely unused until I added the description for https://musicbrainz.org/doc/Edit_Types/314 as a test during the React conversion. Additionally, wiki docs are not currently translatable, and we store other similar descriptions on the code or (most usually) the database.

Given we don't currently have a table for edit types, it would probably make sense for now to add a description method to edit pages, and have it be optional for now until we have documented them all - then make it mandatory, ideally, so any future edits will have to have a description added when creating them.
