Indicate in a tool-tip the reason for disabling checkbox

      Even though the information is often given in the same page, the reason for a checkbox to be disabled would be quicker found if available in a tool-tip when the cursor is hover over the checkbox as suggested by reosarevok in comment to a pull request.

      There are about 40+ occurrences of "disabled=" in the code, many of these are for components that can be checked.
