We historically haven't shown whether a user is marked as untrusted, blocked from editing or blocked from leaving edit notes on their profile, mostly (IIUC) as an attempt to avoid shaming the editor openly. That said, not showing this info also has a negative side for the editor; other editors might ask them to correct their edits or give sources, not knowing that they are not able to do so. It also often leads to double reporting, where users who are already banned get reported again for the same reason since nobody else but the user and (if we tell them) the reporter knows that the ban is in place.
It seems like the best option would be to have an indicator on the user page that shows this, in a not-too-shamey way. This could replace the current big-ass banner we use for admins and which might be a bit too much.
