For example users not replying to edit notes should not be reported when they have been suspended from writing edit notes.

MBS-13224 is a first step, but we can go further:

1. Add an informative tooltip next to “Report this user for bad behavior” when a user has restrictions. (aerozol’s suggestion)
2. Add the same informative text inside the form “Report User”.
