Don't open edit note links in new tab when not needed

      We open all edit note links in a new tab except when they are clicked directly from the same single edit note page. This is overkill, because the intention of this is to avoid losing yet unsent notes and votes in edit list pages. As such, we should only do this on edit list pages where that risk can exist (but not, for example, on the "New notes left on your edits" page).
