Allow users to apply genre tags to multiple levels at once (artist + rg + release etc)

      This is a alternate option to MBS-13462 (Suggest/propagate genre tags from level above (artist > rg > release))

      Users have a lot of 'levels' to add tags and genres to - artist > release group > release > recording, and very few will add tags everywhere, a very repetitive task.

      We can encourage people to add tags by letting them to add tags to 'multiple levels' with a single click in MB.
