Related to MBS-4426 Release annotation has disappeared but not dependent on NGS migration (of 2014? when that ticket was closed non-fixed with reference) since it affects things later than that. F.i. https://musicbrainz.org/release/e71d8884-ce7c-4c78-ab10-d184164acda0 had annotation added in https://musicbrainz.org/edit/65641623 that has since disappeared without history of being emptied/deleted.
