While implementing MBS-1964 we removed the returnTo links from the merge forms, since a successful merge does not redirect to the returnTo page. That said, the returnTo did have some use when cancelling the merge or when only one entity was selected and no merge could be done yet, so we should re-add it since the current fallback (go to the search page) is not particularly useful.
