It should never be fully correct when there are primary-marked aliases on an entity but none of the primary aliases match the entity name, regardless of internationalization. Either the entity name is outdated, or the primary aliases are incorrect and should be a non-primary name or a search hint, or a primary alias is missing for the language of the entity name and should be added.

e.g., an MB Label named "Disney Music Group" whose only locale-primary alias is "Disney Music Group Company" should be on the report.  Either the entity should be renamed from "Disney Music Group" to "Disney Music Group Company", or the primary flag for the alias should be removed.
