Allow filtering ModBot notes on /edit/notes-received

      At least in my case lots of edits listed on /edit/notes-received are by ModBot which aren't very useful when searching specifically for edits with notes by humans.

      Especially the automated notes like "The associated release groups are being merged" are quite spammy.
