Fix FTP link in INSTALL

      INSTALL says to fetch the latest dump from ftp://ftp.musicbrainz.org/pub/musicbrainz/data/ngs/ . Now that NGS is live, this should be changed to say ftp://ftp.musicbrainz.org/pub/musicbrainz/data/
