As per the proposal:

"copyable (from somewhere, whether a textbox or the URL bar, or both) links to a specific view (config options encoded either in GET parameters or through magic in the hash-part of the URL)"

This feature will probably use the hash-part of the URL and not GET parameters, since most of the processing is client-side.
