Modbot deletes artists without checking for pending edits to tracklist artist credits.

      I had added an artist "神威がくぽ" then used it in the tracklist edit:
      http://musicbrainz.org/edit/14559355
      but I did not add any other relations to the artist. I came along today, and found that the artist was deleted:
      http://musicbrainz.org/edit/14567883
      and the links to that artist in the tracklist edit are now non-functional!
