Querying /ws/2/release with ?inc=tags+recordings+recording-level-rels+work-rels does not return tags on works

      Applies to both inc=tags and inc=user-tags.

      An example query is http://musicbrainz.org/ws/2/release/854fc336-2906-4570-b2e9-cdbadbd677b7?inc=tags+recordings+recording-level-rels+work-rels - this should include the tag 'touhou' on all of the works, but currently does not.

      This issue is preventing picard from being able to use work tags for folksonomy.
