*_tag tables are corrupt and need to be regenerated

      When brianfreud's account was deleted, we had to manually DELETE * FROM *_tag_raw, but amendments were not also made to the main (replicated) *_tag tables. Thus these tables either now have tags that no longer exist, or counts that are off by 1.
