Add "Submit votes & edit notes" button to top of page

      e.g., http://musicbrainz.org/label/dee62e1a-cfd1-466f-b578-846a0fdf435a/edits is showing 50 edits for me, so I would need to scroll all the way to the bottom of the page... which is fine if you're on a desktop with a PgDn key, but not okay if you have a touchscreen-driven device.

      It would be fantastic to get that same button added to the top of the page.
