Like the work done in https://bitbucket.org/metabrainz/musicbrainz-server/pull-request/76/mbs-6058-rewrite-subscription-system-to/activity, we should try and model all of this stuff with real foreign keys rather than weak foreign keys. This is a little bit more difficult with the whole notion of "available", but I think there is a way this can be done.
