The database exporter (replication packets + twice-weekly full dumps) runs on a separate host from mb_server. It almost certainly needs to continue to do so post-NGS.

Therefore it is desirable to be able to run the exporter with only a minimal set of dependencies (not the whole mb_server dependency chain). For example I think the only dependencies it has pre-NGS are perl+DBD::Pg.
