Currently it is not possible to do a fuzzy TOC search for mediums other than CDs. However, we are recommending to others that TOC lookups are the best way to match collections against MB. This prevents digital releases like http://musicbrainz.org/release/4e3af89b-c436-42d5-924c-5629352dd294 from being matched by this process.

To solve this we should add an optional argument format=all to the discid endpoint that searches all medium formats, not just CDs.
