Guess case lowercases after U+201C (left double quotation mark)

      It will probably also lowercase after other non-ASCII typograhic punctuation (see e.g., MBS-1549).

      Edit: Apparently Jira doesn't like typographic quotation marks and just converts them into ASCII ones. I was trying to use U+201C (left double quotation mark) in the title.
