Removed URLs in edits are badly encoded

      While https://musicbrainz.org/edit/33325568 was open, it correctly linked to http://www.example.com/%C3%A4%C3%9F%C3%B0 like in the edit data. Now that it's closed and the URL has been removed, it links to http://www.example.com/%25C3%25A4%25C3%259F%25C3%25B0 - it's been double encoded.
