The user report e-mail gets sent to user administrators who already have access to see the e-mail address of both reporting and reported user, so "hiding" the e-mail is a false layer of anonymity and makes my work more troublesome when trying to resolve reports and follow up on them (meaning that I've mostly just not followed up on reports after looking into them).
Alternatively, make it default to being on, so a reporter will actually have to opt-out of being followed up on/to.
