Alerts about new edit notes are separate for production and beta

      Due to the use of Redis for storing when edit notes were last received/viewed, alerts on beta and on production are completely separate: Edit notes entered on beta will only trigger an alert if the recipient also visits the beta site; those entered on master won't cause a notification to someone using the beta site.
