When you reuse a medium via the Add Medium button in the release editor, any custom numbering seems to be removed, and it defaults to 1-n. Since it's trivial to click the button to reset the numbering, but not trivial to set all the numberings back to custom, I'd say this should definitely be the other way around - keep the original medium's numbering and the user can reset it if desired.
