Enable URL cleanup for Instagram URLs

      As evidenced by https://musicbrainz.org/edit/42282857, it is currently possible to enter an Instagram URL relationship with referral tags intact. We have filters in place for certain other domains to block these referrals; I would like to request this be extended to Instagram URLs.
