Split voting and editing privilege revoking

      Currently, admins can only revoke editing and voting privileges altogether for a given editor.

      It might be useful to support fine-grain permissions revocation: editing, voting and adding edit notes should be revocable separately.

      It would allow to block only the action which has been abused.
