Block adding Wikipedia relationships to anchors

      We have blocked this at the guideline level, but we should also block editors from adding this. That said, this should probably only happen if we can give a custom error message for this case, like "Anchor Wikipedia links can't be added, see the <a>guidelines</a>". Otherwise, it would probably confuse people even further and possibly lead them to just removing the anchor and adding the wrong URL.
