Hide biography, homepage, and collections description of limiter users from not-logged-in users

      As decided in #MetaBrainz Meeting 2017-10-09, restrictions about biography, homepage/website, and collections description of limiter users shall be tampered, superseding previous restrictions. They should be able to edit it again (revert -MBS-9355- ), and anyone but not-logged-in users should be able to read it (partially revert -MBS-9353- ). Additionally, an explanatory message should be displayed to not-logged-in users.
