Data quality differentiates unset v. normal, but I can't change unset to normal

      Releases where data quality has not been set are stored differently than the ones specifically set to normal quality, as can be seen at https://loujine.github.io/musicbrainz-dataviz/hyperion_releases.html - but if I try to set an unset ("normal") release to Normal, the editing UI sees them as the same and rejects my edit as making no changes. We should either stop distinguishing between the two, or allow setting Normal manually.

          BTW, changing the release quality to low first (and saving), then to normal, works.

          Wouldn't a quick solution be to have the dropdown defaulting to an empty option?
