The permalinks are not the http://snaccooperative.org/view/16298227 links one gets from searching, but the ones using the ARK ID - http://n2t.net/ark:/99166/w6f76pnb (from the sidebar) which turns into http://snaccooperative.org/ark:/99166/w6f76pnb
I'm not sure how trivial it is to make this conversion when adding, but I expect 99% of these will come from Wikidata or the like automatically, so I would suggest still blocking any non-ark links - a human can still figure them out. Can we have a specific error message that says to use the permalink?
