Add a section to the Code of Conduct about ban evasion

      Multiple times now, I have witnessed MusicBrainz editors get banned from editing (after previous attempts to correct their behavior failed, of course) and then they evade these bans by creating new, alternate (alt) accounts. There is currently no section in the Code of Conduct proscribing this practice, so reporting these accounts is often to no avail. Every other community I've ever been a part of either explicitly proscribed or implicitly discouraged ban evasion. It's high time we do something to put a stop to this behavior.

      For those wondering why I filed this under MetaBrainz (MEB), it's for 2 reasons:

      1. We don't have a general MusicBrainz ticket category.
      2. This issue is likely to come up on other MetaBrainz projects, e.g. BookBrainz, ListenBrainz, etc. Their codes of conduct ought to be updated with such an amendment as well.
